This unit responds well to all other activity commands, including Wake on LAN. I am able to power it off using the device remote. However, the power toggle command in the 'System Off' activity fails to work. Any suggestions?

For a +WAKE ON LAN device, it is better to turn off Track Power State. That makes sure POWER TOGGLE is always sent. Because WoL devices ignore commands other than WoL when off, the POWER TOGGLE should never be squelched in System Off.
