I have a dvr / cable box from Time Warner. It's a Samsung device. I can control the box using the TW app, so I knw it's on the network but it is not discoverable by roomie. Suggestions? Is ir control the only option!

I have a time warner supplied DVR. The chassis is a Sumsung. It and my other time warner tuner- a Cisco, use the same remote control. But neither your Samsung, Cisco, or Scientific Atlantic cable definitions work to control my DVR. Do you have a device definition that works?

What is the exact Samsung model number of the device?

It's a SMT-H3090.

You should use the Samsung: SMT-H Series All Models: Cable command set for that.

It's probably the Retransmit Count. The IR Diagnosis FAQ should help resolve that:
