Is there any way to integrate the elapsed time for Sling TV and VLC apps on Apple TV 4 just like the Youtube application.

Not likely to be straightforward. If a particular app isn't displaying status on ATV4 with today's product, that means it's not using the ATV to play any of its video. In such an app, one would need to talk directly to the app itself to ask for feedback and hope the app has an API to provide such metadata. While VLC might because it's partly based on its other platforms, SlingTV not so much.
